Why? Because it owns the biggest variable in your AI strategy which is whether your workforce will adopt AI, ignore it, or actively undermine it.
When AI companies experiment, they do it in HR first because it is simultaneously high-volume, rules-based, and close to sensitive decisions like hiring and performance. Microsoft’s experience is a great example. AI avoidance: HR is aware of AI but responds primarily with risk language—bans on usage, generic policy caveats, and an instinct to delay any experiment that might touch hiring, performance, or employee data.
AI experimenting: HR volunteers as the testing ground, running structured pilots in recruiting, HR operations, and manager workflows, with clear baselines, guardrails, and talent metrics.
